I think this happens with some frequency. There is a fake Vladimir Putin twitter account for example. But you are right; seems very close to defamation of character.

I am sure there must be certain terms and conditions attached to actually opening a Twitter account to avoid this scenario.

Sadly this is common on twitter. It’s why high profile celebrities or public personalities get “verified” attached to their twitter accounts. It’s happened to Steve Jobs, Rahm Emmanuel, etc.
Hopefully this imposter’s followers get word it’s fake.

For what it’s worth, this person posting as VM on Twitter is probably from Sweden… Look at his last tweet, he says “So proud over all our brave souls”. That sounds really stupid, and is an error that the real Victor Muller would probably never make. In correct English he would be proud of our brave souls. However “proud of our brave souls” (Google) translated to Swedish gives “stolta över alla våra tappra själar”.
My guess: it’s some teenage kid in Sweden playing around and thinking he’s anonymous on the Internet.
