Parden me but doesnt anyone get this: Nevs only made the marketing plan to lure investments from china, the primary objective was not to sell cars but to raise the funds that Nevs never had. It was investments from / or approved by the Chinese government that was the road to the pot of gold.

Saab might have technical capability to rise from the very dark hole they are in now, but it lacks the strategic people that makes the right marketing decisissions, the departments that can envision the future 3, 5, 10 years from now, the designers that now how to cultivate a brand that is taking the lead into new avenues of modern life.
Remember that the NEVS management does enjoy good swedish government relations that has come handy before.
